CHALLENGE PROCESS:
• To contest a parking ticket under Ashland's Parking Ordinance No. 101, 2025, you must respond within seven days of receiving the citation by submitting a written request for a hearing before the Parking Citation Enforcement Hearing Board. The hearing must be scheduled within 14 days of your request (with one possible 14-day extension), and the city must provide at least seven days' advance notice of the hearing date, time, and location. At the hearing, the board will review evidence and either dismiss the citation if no violation is established or uphold it and require payment within seven days. If the board upholds the citation, you have seven days to appeal to Boyd District Court by filing a complaint and copy of the board's order as a civil action, where the case will be tried de novo with the city bearing the burden of proving the violation occurred. The district court's decision can be further appealed to Boyd Circuit Court under the Rules of Civil Procedure. Failure to respond within the initial seven-day period results in the violation becoming final and waives all hearing rights, making the citation subject to collection procedures and potential vehicle impoundment after three unpaid citations. Throughout this process, missing any deadline essentially forfeits your right to contest the citation and subjects you to additional penalties and fees.
